Supporting Learning Loss Analysis for the Recovery and Accelerated Learning (ReAL) Plan 

The National Institute for Research and Training (NIRT)’s assignment by UNICEF to support the Ministry of Education, Science, and Technology (MOEST) in analyzing learning loss among school students in Nepal during the COVID-19 pandemic. This intervention aligns with preparations for the rollout of the Recovery and Accelerated Learning (ReAL) Plan. The analysis focused on understanding the learning loss across diverse social, economic, and geographical groups, aiding in the development of targeted tools and interventions to mitigate these losses.

The assignment with a major purpose of conducting an analysis of secondary data related to learning loss during the COVID-19 pandemic to inform strategies for recovery and improved educational outcomes, the specific objectives include: Data Mapping and Compilation( Identify and compile both quantitative and qualitative pre- and post-COVID-19 datasets on learning outcomes), Review Existing Analysis (Aggregate and evaluate other relevant studies and data on learning loss within the Learning and Education Development Partner Group (LEDPG), Develop a Methodological Framework (Assist the Government and DMS team in creating a framework for learning loss analysis and train MoEST, CEHRD, ERO, and NEB technical experts on its application), Undertake Secondary Data Analysis (Collaborate with the Government and DMS team to analyze secondary data on learning loss) and Diagnostic Tool Adaptation (Review existing diagnostic tools and adapt them for data collection as needed); provided deliverables including a methodological design for the analysis of secondary data, Compilation and synthesis of data on learning loss in Nepal, training sessions for MOEST technical experts on data analysis methods and a final comprehensive report on the learning loss analysis.
